What is a TM44 inspection?

A TM44 inspection is the air conditioning energy assessment required for systems with a combined effective rated output above 12 kW. In England and Wales the Energy Performance of Buildings Regulations require one at least every five years, carried out by an accredited air conditioning energy assessor, who produces a report with recommendations to cut energy use. Scotland and Northern Ireland have their own equivalent requirements.

In the UK, guide prices are about £395–£2,950 per building, plus VAT. A typical job (office or shop with 15–50 kW of air conditioning) is £395–£795 plus VAT.

TM44 is the CIBSE methodology assessors use for the inspection, and the name has stuck. The inspection looks at how efficiently your system is sized, controlled and maintained, and the report recommends improvements — often simple ones such as better time controls, cleaner coils or set points that stop heating and cooling fighting each other.

In England, Wales and Northern Ireland the 12 kW threshold covers all the air conditioning in a building under the control of the same person, added together, so a few modest systems can cross it. In Scotland the threshold is 12 kW or more, and separate units count together only where they are linked by central controls. We arrange the inspection through an accredited assessor, gather the system information beforehand, and can carry out the recommendations afterwards.

Where it suits

  • Buildings with over 12 kW of air conditioning
  • Landlords and managing agents
  • Multi-site occupiers
  • Schools and public buildings
  • Businesses buying or leasing premises
  • Anyone without a current report

What is included

  • Check of whether your systems meet the 12 kW threshold for your nation
  • Collection of system details, records and drawings
  • Inspection arranged with an accredited air conditioning energy assessor
  • Report with recommendations, lodged where the rules require
  • Quote for any recommended improvements
  • Reminder before the next inspection is due

How the work is carried out

  1. Check the threshold

We work out the effective rated output of the systems you control and whether they count together under the rules for your nation.

  2. Prepare

Make, model, capacity, refrigerant and maintenance records are gathered for the assessor.

  3. Inspect

The accredited assessor inspects the systems and controls on site.

  4. Act on the report

You receive the report; we can quote for the recommended improvements.

Things to plan for

England and Wales

Under the Energy Performance of Buildings (England and Wales) Regulations 2012, systems over 12 kW need inspecting at least every five years by an accredited assessor, with the report lodged on the national register. Local Trading Standards enforce it, with a £300 penalty for not having a valid report.

Scotland

Regulation 17 of the Building (Scotland) Regulations requires inspection of systems with an effective output of 12 kW or more by an accredited expert, typically every three to five years depending on condition.

Northern Ireland

Systems over 12 kW must be inspected by an accredited energy assessor within five years of installation and then every five years, with the report lodged on the register; the penalty is £300.

Not an F-gas check

A TM44 inspection is about energy efficiency. It does not replace F-gas leak checks or servicing.

Questions about TM44 inspections

Do I need a TM44 inspection?

In England, Wales and Northern Ireland, yes if the air conditioning you control in a building adds up to more than 12 kW of effective rated output, at least every five years. In Scotland, systems of 12 kW or more need inspecting (separate units count together only where centrally controlled), at intervals set by the accredited expert.

Who can carry out a TM44 inspection?

Only an accredited air conditioning energy assessor (in Scotland, an accredited expert under an approved protocol organisation). We arrange the inspection through one.

What is the penalty for not having one?

In England and Wales a £300 penalty can be issued for failing to have a valid report, enforced by local Trading Standards. Northern Ireland also sets a £300 penalty.

Is a TM44 the same as an EPC?

No. An EPC rates the whole building's energy performance. A TM44 is a separate inspection of the air conditioning systems.

Does a TM44 include a leak check?

No. F-gas leak checks are a separate legal requirement, usually done during servicing.
